Outline of Regional Workshops held in 2006 - 2017 by the International Atomic Energy Agency in the proposal of Nuclear Emergency Preparedness Group of the Asian Nuclear Safety Network

The International Atomic Energy Agency (abbreviated as IAEA) has been implementing the Asian Nuclear Safety Network (abbreviated as ANSN) activities since 2002. As part of this effort, Topical Group on Emergency Preparedness and Response (abbreviated as EPRTG) for nuclear or radiation disasters was established in 2006 under the umbrella of the ANSN. Based on the EPRTG proposal, the IAEA conducted 23 Asian regional workshops in the 12 years from 2006 to 2017. Typical topical fields of the regional workshops were nuclear emergency drills, emergency medical care, long-term response after nuclear/radiological emergency, international cooperation, national nuclear disaster prevention system. The Japan Atomic Energy Agency has produced coordinators for EPRTG since its establishment and has led its activities since then. This report summarizes the Asian regional workshops conducted by the IAEA based on the recommendations of the EPRTG.

Under the International Atomic Energy Agency (IAEA), the International Nuclear Information System (INIS) Programme commenced in 1970 and ever since INIS has been acting as a database system available worldwide through information networks each time providing bibliographic information then full text documents of literature, technical reports, etc. on peaceful use of nuclear science and technology, thoroughly supported and maintained by INIS Secretariat in Vienna, on the other hand the inputs for INIS are provided by Member States and Organizations in their own boundaries. As for the INIS activity in Japan, while, the Japan Atomic Energy Research Institute (JAERI), then succeeded as the Japan Atomic Energy Agency (JAEA) as of today, the both have been responsible with the INIS activity in Japan as the INIS National Centre for Japan based on the request of the "former" Science and Technology Agency of the Japanese Government, an advisory committee had have a very important role for the INIS activity in Japan by enthusiastically advising the whole related to the activity from advanced and comprehensive viewpoints of expertise. This report describes about it, the Advisory Committee of International Nuclear Information System (INIS) for Japan, successfully been held 34 times from Oct. 1970 to Mar 2005. Included are the history and its records, change of the member and topics of the Advisory Committee, and the minutes.

Introduction to development of advanced safeguards and security NDA technologies by JAEA-ISCN

JAEA has been implementing development programs of basic technologies of the following advanced NDA (non-destructive assay) of nuclear material (NM) for nuclear safeguards and security. (1) Alternative to $$^{3}$$He neutron detection using ZnS/B$$_{2}$$O$$_{3}$$ ceramic scintillator, (2) NRD (neutron resonance densitometry) using NRTA (neutron resonance transmission analysis) and NRCA (neutron resonance capture analysis), (3) NRF (nuclear resonance fluorescence)-NDA using laser Compton scattered (LCS) $$gamma$$-rays (intense mono-energetic $$gamma$$-rays). The development program (1) is for NDA systems that use ZnS/B$$_{2}$$O$$_{3}$$ ceramic scintillator as alternative neutron detector to $$^{3}$$He for coming shortage of its supply. The program (2) is for a NDA system of isotopic composition measurement (non-destructive mass spectroscopy) in targets such as particle-like melted fuel debris using NRTA and NRCA. The program (3) is for NDA systems using a specific NRF reaction of certain Pu/U isotope caused by mono-energetic LCS $$gamma$$-ray with energy tuned to the specific excited state of the isotope. This paper introduces above three programs.

Preliminary measurements on single and multi-crystal diamond electron cathodes

The next generation high brightness and high current electron source like a photo cathode, a thermionic cathode, a crystal Diamond electron cathode and others would be expected to realize the next generation ERL (energy recovery linac) based light source and SASE X-ray free-electron laser. The JAERI FEL group has recently started to develop a new crystal Diamond electron cathode technology for high current, high brightness, and long life electron source. In the presentation, we plan to explain and to discuss our strategy and a preliminary experimental measurements of the crystal Diamond cathode, and related Diamond cathode evaluation system.

The Working Group on Energy (WG) was organized under International Union of Pure and Applied Physics (IUPAP). The WG has been considering problems on future energy supply and role of physics to solve the subjects. As one of activities of the WG, a Workshop on Energy was held on May 13, 2004 at Center for Promotion of Computational Science and Engineering, Japan Atomic Energy Research Institute (JAERI) in Tokyo hosted by IUPAP and co-hosted by JAERI and High Energy Accelerator Research Organization. The objectives of this workshop are to suggest active contributions of pure and applied physics field to the solution of the energy problem and to advance research and development (R&D) of future energy through the discussions about present status, problem and prospect of different energy development in the world and in Japan. This report records the summary of the Workshop and, abstracts and materials of 12 presentations. After the invited presentations about overview of energy problems in the world, in China and in Japan, R&D activities on the following four fields were presented; "Research and Development of New Energy", "Research and Development of Fusion Energy", "Prospect of Accelerator Driven System (ADS)", and "Hydrogen Production, Storage and Transportation".

Present status of energy in Japan and HTTR project

An amount of primary energy supply in Japan is increasing year by year. Much energy such as oil, coal and natural gas is imported so that the self-sufficiency ratio in Japan is only 20 % even if including nuclear energy. An amount of energy consumption is also increasing especially in commercial and resident sector and transport sector. As a result, a large amount of greenhouse gas was emitted into the environment. Nuclear energy plays the important role in energy supply in Japan. Japan Atomic Energy Research Institute (JAERI) has been carried out research and development of a hydrogen production system using a high temperature gas cooled reactor (HTGR). The HTTR project aims at the establishment of the HTGR hydrogen production system. Reactor technology of the HTGR, hydrogen production technology with thermochemical water splitting process and system integration technology between the HTGR and a hydrogen production plant are developed in the HTTR project.

Global ${it ab initio}$ potential energy surfaces for the lowest three doublet states (1$$^{2}$$A', 2$$^{2}$$A', and 1$$^{2}$$A") of the BrH$$_{2}$$ system

Adiabatic potential energy surfaces of the lowest three doublet states (1$$^{2}$$A', 2$$^{2}$$A', and 1$$^{2}$$A") for the BrH$$_{2}$$ system have been calculated globally using the MRCI+Q method with the aug-cc-pVTZ basis set. Spin-orbit effects were considered on the basis of Breit-Pauli Hamiltonian. The calculated adiabatic energies were fitted to the analytical functional form of many-body expansion. The barrier heights of the abstraction and exchange reactions on the ground-state PES were calculated to be 1.28 and 11.71 kcal mol$$^{-1}$$, respectively, at the MRCI+Q/aug-cc-pVTZ level of theory. The fits for the three PESs were successful within the accuracy of 0.1 kcal mol$$^{-1}$$. Thermal rate constants for the abstraction and exchange reactions and their isotopic variants were calculated with the fitted 1$$^{2}$$A' PES using the ICVT/LAG method. The calculated rate constants for the abstarction reactions agree fairly well with experiment but those for the exchange reactions were much smaller than experiment, which suggests that the reliable experimental data are still insufficient.

The Department has carried out researches and developments (R&Ds) of innovative nuclear energy system and their related fundamental technologies to ensure the long-term energy supply in Japan. The report deals with the R&Ds of an innovative water reactor, called Reduced-Moderation Water Reactor (RMWR), which has the capability of multiple recycling and breeding of plutonium using light water reactor technologies. In addition, as basic studies and fundamental researches of nuclear energy system in general, described are intensive researches in the fields of reactor physics, thermal-hydraulics, nuclear data, nuclear fuels, and materials. These activities are essential not only for the R&Ds of innovative nuclear energy systems but also for the improvement of safety and reliability of current nuclear energy systems. The maintenance and operation of reactor engineering facilities belonging to the Department support experimental activities.

This report summarizes the research and development activities in the Department of Nuclear Energy System during the fiscal year of 2001 (April 1, 2001 - March 31, 2002). The Department has been organized from April 1998. The main research activity is aimed to build the basis of the development of future nuclear energy systems. The research activities of the Department cover basic nuclear data evaluation, conceptual design of a reduced-moderation water reactor, reactor physics experiments and development of the reactor analysis codes, experiment and analysis of thermal-hydrodynamics, energy system analysis and assessment, development of advanced materials for a reactor, lifetime reliability assessment on structural material, development of advanced nuclear fuel, design of a marine reactor and the research for a nuclear ship system. The maintenance and operation of reactor engineering facilities belonging to the Department are undertaken. The activities of the research committees to which the Department takes a role of secretariat are also summarized in this report.

Design concept of radiation control system for the high intensity proton accelerator facility

Description is given for the characteristic radiation environment for the High Intensity Proton Accelerator Facility and the design concept of the radiation control system of it. The facility is a large scale accelerator complex consisting of high energy proton accelerators carrying the highest beam intensity in the world and the related experimental facilities and therefore provides various issues relevant to the radiation environment. The present report describes the specifications for the radiation control system for the facility, determined in consideration of these characteristics.
